This Shinobi world wouldn’t be peaceful without the Akatsuki, they were already engaging in proxy wars inbetween the Great Wars. Just like the world we live in today. In Pain’s mind, the balance of the tailed beasts has failed to stop all the wars, corruption, exploitation, resource hoarding etc. So, he wants to go a step beyond the threat of mutually assured destruction.

It's just that you didn't see it from his perspective and only did see it from Naruto's. And yes, pain HAD TO kill jiraya because he came to his village as a spy, and if they let him live he would've leaked the akatasuki's hidden base and plans to the leaf village and ruin it all. If a country destroyed your country, you would want to destroy it back regardless of who's innocent their or not. Why? Because that's exactly what they did to your country. They destroyed it regardless of who's guilty or innocent. Would that make you a hero for doing that? No it would just make you the same, and it would create a cycle of hate between those two countries. That's what pain is trying to say.

It's just that Steejo kept saying this is an analogy to Japan being nuked but it's not. the overarching theme of Kaijus and other super weapons is obviously rooted in Japan's WW2 trauma, but Pain's story is that of many asian, african, middle eastern and south american countries that were hosts to proxy wars during the cold war between the US and the USSR.

Naruto is normally so loud about achieving peace, but this is forcing him to confront the fact that he doesnt actually have a plan to accomplish it. You're right, it's an impossible question. There is no right answer. Naruto is, as another commenter said, being reverse talk no jutsu'd. Instead of resolving trauma, he's getting his confidence in his ideals shattered.

His cycle of hatred speech indicated that he thinks that unless all the people know the magnitude of pain,agony and loss wars cause, they simply can't understand the value of peace and hence, would continue to go on and wage wars for all eternity(ninja wars had been going on WAY before the akatsuki was created). His way of going about it may not be acceptable by all since they don't understand where he's coming from but he is a prime example of utilitarianism wherein one believes in results rather than the process that has to take place in order to achieve those results. which is why pain is regarded as one of the best written shounen villains to this day. As for the cycle of hatred, i don't think he's wrong at all. it is evident from past events that the cycle has been going on for a long long time. And the reason it has been going on, is because people don't realise the losses that wars cause

Ye.. Pain's solution for the peace is same as USA did back in ww. Which actually worked with a huge cost. USA used the Atomic bomb to show the power cause fear to stop the war. Temporarily holding the cycle of hatred. (In other words creating Pasicist, knowing the pain of war will keep them from creating another war.) Pain said that next war will use same nuke he use. Just as Einstein predict next war will be war between Nuclear powers. So...... Jiaraya's solution is now famous concept, which is the Core of Buddhism. The Empathy, or understanding others. Pain misinterpreted that and forcing the understanding to cause this.

Your idea of mutually assured destruction works between major world powers (US, China, EU nations, etc), and in Naruto, it works to an extent between the major world powers (Hidden Leaf, Stone, Cloud, etc).
