In the case of the Uchiha, their unique genetics are what allow for their eyes to mutate into the Sharingan under the right conditions, but they also have bodies and brains uniquely suited to using those eyes. Kekkei Genkai isn't just special jutsu. Because it's genetic, there are also clan-specific mutations to the bodies as a result of adapting to those jutsu. Many of the special jutsu that are the result of Kekkei Genkai such as Haku's Ice Style would probably be dangerous for shinobi without that Kekkei Genkai to try to imitate. I think it's safe to say that if someone without Haku's Ice Style Kekkei Genkai somehow managed to cobble together something to pass for Ice Style, and through that recreated Haku's mirror jutsu, they might be at risk of frostbite if they remain in a mirror for too long. And that's assuming they could even enter the mirrors.
