Tried to see about certificate validity, it’s valid for 5 years but does it have an intermediate validation? If the safe manning is determined from the duration, trading area and frequency of port of calls, does this mean that if the vessel gets chartered on a busier rout it will have to be revalidated? I had a look at some merchant shipping acts and it specified that a new manning certificate should be issued when “Entry of a ship in the register; or Renewal of the MSM certificate; or Change in the ISM company, equipment, construction or use of the ship; or Any other changes that may affect the manning requirements of the vessel.” I presume that such updates should be done by the DPA?

What process can be implemented to verify and ensure that the total number of people permitted on a vessel does not exceed the number stated in the vessel’s Safety Equipment Certificate (SEC) and does not fall below the levels specified in the Vessels Minimum Safe Manning Certificate (SMC) and also IMO resolution ‘Principles of Safe Manning
