How's the 21" front wheel for touring when you've got all the luggage and things on the bike? Looking at making one of these my next bike for just that purpose with a little off pavement mixed in.

Bought it on ebay from a company based in Latvia (maxmoto), it's bolted to the stock screen, it was cheap, works really well and better than a taller more expensive one, tried all sorts of options and this did it for me.

im looking for new bike and really like tiger 800/800xc How would this bike cope with 2 people on it on long European journeys?

Not having done that with two people I wouldn't know but I'd imagine would be fine as long as the seats were replaced or made more comfy.
