Read university official web pages where you are interested in applying. If they do not need this certificate then leave it. Otherwise try to make this with the local police station, it's easy to do and you can get this at home after applying.

You can use university details and get an account number and transfer to them if your bank allows foreign transactions. Otherwise ask some friend or relative in china to pay for you and you pay them in Pakistan the equal amount
