TL;DR In short sets are groups of waves with similar wave period and velocity. *In general, as the waves form, they quickly begin to interact with each other. 2 or more waves might combine energy or cancel each other out. As they propagate out of the wind field, they start grouping into sets of similar wave period. The further they travel the more organized they become. Keep in mind the only thing traveling is the wave energy as the water remains in place. In each set the individual waves are moving at twice the speed of the group. The lead wave is always being replaced by the wave behind it. If the set is moving at C m/sec the sets waves are moving at 2 C m/sec. The energy is moving like that. The water stays in place generally. All this changes when the wave energy begins to experience the effects of the seafloor.
