In SA an adult cannot marry a minor, but two minors can get married, but all the parents must agree, the minister of Home Affairs must also approve the wedding. Otherwise they can get the court to approve the marriage if the Home Affairs department minister didn't approve it. Home Affairs - Department where you can get marriage certificates, devorce certificates, Identification cards, birth and death certificates, citizenship, family relation paperwork, home address, etc
