What is great about this is that there is an actual historical precedent for needing small soldiers. Early era Soviet tanks like the T-55 had really small crew compartments. Thus drivers couldn't be over something like 5'6". Without the more modern Tony Stark miniaturization, having a small guy like Steve allows for a smaller "crew compartment" and thus keeps the overall size/weight down.

Actually, you can tie this all the way back to the first Iron Man Assuming Howard is in this, he probably built the suit, which means there's a blueprint for it Tony, in all his young wisdom, poked around some archive somewhere and stumbled across this, and thought it was cool, but was told it couldn't be done, probably by Howard, despite knowing it could and doing it already, but won't again, for reasons Tony of course now has the plans sort of memorized in his head, and goes on with his life Cut to: he's in the cave and is trying to find a way out to survive A memory comes rushing back to him, and he knows what he needs to build, at least the bare minimum of it.
