That Blue thing is a flange repair kit called "HydroSeat Stainless Steel Toilet Flange Repair". The wax goes underneath and then the top acts as the seal to the toilet

The blue thing still requires the use of a wax ring.... In other words its used in combination with a wax ring to form a seal.

That is a Danco Hydoseat flange fix. It is supposed to have a wax between it and the old flange. I have never had a problem with them. Looks like they either forgot the wax or the gap was too big.
