Agree, “There’s really no place to step.” An inability to stabilize the 194T makes this model very difficult to start. I haven’t the upper body strength to start it in the air as I’ve seen others do. I’m having a terrible time troubleshooting my Stihl hedgetrimmer (46) which will not start. I’m going to look if you have a video addressing this…

Currently I don't but will be recording one soon. Hard to start very well could be as simple as a tuning problem or there could be general carb issues. There are others but those are the most common

I'm currently working on a TroyBilt 21in 550EX mower for a sweet old lady. The bad thing is it came to me without an air filter or air filter cover! She said she ran it like that for years with no issues. Well it's got issues now. It won't start, sputter or cough at all. And yes it's a dirty filthy machine. I think she effectively killed it. Any ideas Mike? I have another mower that I need to replace the flywheel key on. When I get it done I'm thinking of giving it to her.

If it had no cover the carb could be filed with dirt. Might check the valves just in case. It does sound like the motor might be gone though
