Gods, It's hilarious to hear you go "why aren't they calling the authorities" in one of the best scenarios of "no use calling authorities" ever. It's an oil rig, in the middle of the ocean, in a storm. Even if whoever you called bothered trying to go there, there's still a storm and miles of distance to delay them. Better to run damage control and find out what's going on before calling for help. Specially when help will arrive late anyway
