The magazines assume you don't use primer at all, so they go with the full single-paint basecoat instead. It's workable for beginners, but suboptimal, as the primer is intended to make the actual paints stick properly to the plastic, which a simple basecoat doesn't help with. Ideally, you'll use a proper primer - either a spray, which is usually prefered, or a brush-on primer, like those from Vallejo (GW doesn't offer proper brush-on primers). That brush-on primer would be applied just the same way as the basecoat shown in the video/magazine, but actually sticks to the plastic properly. After priming, go to town with your Base Paints as shown.
