where is this from originally? seems 90s UK animation. maybe a short filler for in between other scheduled programming?? was there some sort of cartoon shorts program on in the UK at some point??? from Canada, need more info.

It's from a series of six 5 minute shorts by the Raw Nerve production company for BBC Northern Ireland from 1994 (you can see it in the final credits, although with Roman numerals).
