The TOS captains, Pike and Kirk, were based on research done by Roddenberry for the series "Have Gun-Will Travel". He imagined Pike as the mountain man and first Justice of the Peace for Wyoming, George Edmund Nighy (a down to earth and gracious man who cared for people over policy). Nighy took over for Jim Bridger (who lost much of his sight to cataracts) and served under Colonel Carrington. Jim Bridger retired at the start of Red Cloud's War fearing his eyesight would compromise Carrington's defense of the region. Many of the Lone Ranger episodes were taken from the diaries of Nighy. Kirk was modeled after Captain Miller, a charismatic commander under Colonel Carrington who was somewhat of a maverick, exchanging hunting ammo for diplomatic agreements.

As a mirror universe, the Lakota did not respect Captain Miller (Kirk) and used him to gain ammunition that they used against ranchers and miners, while the efforts of Nighy (Pike) had a lasting effect. But the maverick (Kirk) makes for more interesting television entertainment. This difference makes the comparison of Kirk and Pike an interesting subject that I hope the series continues.

"I 'm not ready for Kirk". Neither was the actor playing Kirk ready for Kirk, IMHO. One first watch I was anticipating that Angela would be the one casualty here instead of Tomlinson, so I prepared for it. I think what was even more clunky was the Romulan commander telling Pike, that in a different reality I could have called you friend, because I don't feel that was earned. Despite having his fill of war the Romulan commander was still a dutiful fighting soldier of the Empire. Kirk earned his respect on that playing field. I think you're right about these Romulans feeling like TNG Romulans. From what I can see in TOS and TNG there are three factions of Romulans, 1) the duty bound military, 2) the duplicitous Tal Shiar, and 3) the powerless citizen. All who are Romulans have learned duty to the state as an alternative means to controlling their emotions. Alternative to the logic of the Vulcans. We see in TOS the military is in power. We see in TNG the Tal Shiar is in power.

Yeah, on the Romulan commander/Pike thing, I think it's a problem of trying to fit in too many of the original script lines. The whole point of this episode is that Pike is NOT like Kirk. Hey, maybe the Romulan commander is just a really friendly guy to everyone, and says it a lot. 🤣
