In a way that is void to him, when tosh says "I bet they were Mexican" and the blind guy responded "I wouldn't know." He obviously doesn't actually know much about what's going on besides what he can hear or feel so probably don't know much about race and never connected accents with race, most likely because voices don't always match the persons race depending on where they are from and raised around.
