The numbers are great. But when both are the polar opposites. Who has advantage? Can they both swing? Ex -4 and +4

The number that pops up on the character shows the frame advantage from their perspective. For example if Chun lands st.mp on block (which is a move with +1 advantage on block), it'll show +1 on Chun and -1 on Akuma, indicating that Chun has frame advantage in that situation.
