No they were a joint fighter group. Like Yoshika and Sakamodo were in the Navy, while those like lucchine and Yeager were in the air force. Each come from their own country like Yeager was from the USL, and Sonya and her freind were from Erussia.. They are a joint fighter wing so this song fits perfectly

Strike Witches is awesome. As for why the witches wear pantsu: it's a cultural norm for witches in that universe. Why? Well how is a witches familiar supposed to manifest easily when they use their magic if pants are getting in the way? Plus witches have magic; unless it's super cold, the magical fields around their bodies helps mitigate extream heat and cold to a degree.
