Scarlet witch is clearly number one At least at a higher position than Dr. Strange. In MOM, she did beat all 5 superheroes so easily even captain marvel who was once thought very powerful. The only thing is that in multiverse of madness they stated she has magic beyond anything and was able to fight off the entire school of magic weilders and they even said that if she got the girls power (i forgot her name) she could enslave the entire multiverse which includes doctor strange supreme cause he is in one of the multiverse and then with the celestials they control everything which means if scarlet witch was to enslave the entire multiverse she would have to get rid of them and if wu is right and she can enslave the entire multiverse than that includes the celestials.
