Newb question: what's the difference between an axle press and a regular press (I understand the bar difference lol).

That's basically the difference. Like he says in the video "olympic barbells are made to rotate" as where axle bars have no movement. That requires the techniques shown above, as where with olympic barbells you can do a clean and jerk.
