When vice-captain had a fight with Kafka(kaiju form), he revealed that Kafka's fortitude level is around 8.2 and that would make him a daikaiju. It's in ep 6 or 7.

The reason he doesn't stand a chance is because the Kaiju evolved into giant kaiju. Not just became stronger, the size make them superior. It had been explained before that Hoshina is expert of close combat & small kaiju. He was literally outspeed & outsmart the kaiju. That's why the kaiju evolved himself. Put aside the officers, even among other kaijus, No.8 is strongest.

The Kaiju classifications are pretty lose but generally speaking Honju are differentiated from Yoju by being larger, rarer and more powerful. They usually have a Fortitude of 6.0 or higher and lead a group of Yoju. Technically, a Yoju can be as strong as a Honju, but it would likely be a lone wolf without its own following of Yoju. Daikaiju all have a Fortitude of 8.0 or higher and will either work alone or lead a group of Yoju like a Honju can. Identified Kaiju (the ones with number names) are Daikaiju with a Fortitude of 9.0 or higher (Kafka, No 9 and No 10).

The Wyverns have a Fortitude of 6 too 6.5. The big purple guy who messed up Blonde in the exam had a score of 6.6. But these guys have a huge advantage, there's like 25 or 30 of them, AND THEY CAN FLY! Oh, and the VC is busy dealing with #10.

There IS a scaling system for Kieju, but it can be subjective as well. I read this in volume 10, that if a battle is EXTREMLY difficult or causes MAJOR destruction, even a weaker Kieju can be given a number. But once it reaches a Fortitude of like 8.5(Kafka is a 9.8 right now) they are automatically qualified as a numbered Kieju.

yeah the kaiju strength scale is based on the richter scale for earthquakes so Yoju are like 1.0 to 6.0 ,Honju are 6.0 to 8.0 ,Daikaiju are 8.0 to 9.0 but some can go higher like Kafka who's a 9.8 and then there's the identified kaiju who are 9.0 and higher those are the ones that get turned into weapons
