Horikoshi said that Skinny Might had no sclera in his eyes because it symbolized his waning power as a hero. He still had pupils because that was the last piece of his power. When he went into his Muscle form that was the power symbolized in his eyes enveloping his entire body, which is why the muscle form didn’t have pupils. So seeing the whites of his eyes return as he maniacally laughs in the face of danger from All For One while talking about the beauty of acting in the service of others was truly Plus Ultra. Just to clear something up at around 13:40: None of the previous users except All Might and Deku had the "super strength" ability that was inside them. In season 7, it explains that OFA was never able to reach it's potential because all the previous users had quirks of their own, so their bodies couldn't "fit" this new ability. The Danger Sense holder actually died trying to harness the power but his body could not handle it and it degraded at a rapid rate. They use a cup as an example: If you try to fill a cup that already has liquid in it, it will overflow. Only an empty cup can harness the power.

No they absolutely did, the reason All Might was so much stronger was that he had 40+ years to stockpile even more strength into it. The only thing about the previous users already having a quirk being a drawback was that their life was drastically shortened, because it would eventually become too much for their body to handle.
