It’s created to show the amount of heroic acts which is what hawks was trying to get at because although Endevour is the #1 it’s only because he’s the only one that could be seen as a symbol but he hasn’t necessarily earned his rank more like it was just decided for him

The rank is determined by multiple things, including power. What Hawks was saying was that public approval should be more important since Endeavor would be 4th with that. Also Endeavor wasn't made number 1 because he could be seen as a symbol, not a single person sees him as a symbol, he was made number one because he has the highest case closure rate amongst heroes.

It's decided by two things, their achievements and approval rating. Both Hawks and Endeavor have completed many missions, Endeavor more or less the dangerous ones while Hawks makes a great rescue hero. For the approval rating, it was hinted that just based on that, Hawks was at the top after All Might, later on before Best Jeanist after Kamino. He is insanely popular amongst the younger folk, while Endeavor sits at 4th, being popular because he looks cool. Still, I think they should consider power as one category because there's a huge power difference between Enji and Hawks. Hawks' quirk is incredibly versatile, but he doesn't have much brute strength while Endeavor's is incredibly strong but not as versatile as Hawks'. A lot of other heroes beat Hawks in terms or raw strength by a mile.

@@oceandragoon3099 The Nomu all might fought was designed to to kill him, so it had specific traits to combat him, like regeneration and shock absorption (2 quirks that would mean absolutely nothing to endeavor). Its possible that nomu would be able to beat endeavor because of its insane power and speed, bit endeavor could probably roast it to death. This momu may mot have the same apeed and strength (though it is REALLY strong and fast), but it definitely has some way more dangerous quirks in general, and its smarter. High End is the greater threat for sure.

ADHDkid321 I agree that High End is a bigger threat because of its intelligence but you are underestimating the USJ Nomu way too much. That thing was equal to All Might in strength and speed(not counting hysteric strength). All Might could punch city blocks down while holding back. He could also move faster than the eye could see. Saying Endeavor could beat the USJ Nomu is almost the same as saying he could beat All Might. There’s a massive gap between High End’s strength/speed and the USJ’s. Spoilers for the fight And Endeavor isn’t even fast enough to beat High End on his own. Endeavor needs to land a strong hit to the head to kill a Nomu and USJ is simply too fast for that.

Some Flash Facts(that people tend to forget from previous seasons): - All Might vs All For One a few years BEFORE All Might met Deku. The wound he has wasn't by All For One but it was from High End AFTER All For One escaped. - That dude is one of the Todoroki children. I think he was also shown when Shoto's flashbacks were happening and how Endeavor separated Shoto from the rest of the siblings. - Does any1 remember the OST that played when Endeavor showed up and burned of the Nomus while Deku and co. were fighting Stain? I think it was called "Just Another Hero" . I am gonna be salty if they don't play it during next episode's Plus Ultra moments. I mean, go READ the lyrics of that song. Just DO IT!
