Perhaps hotel staff that live in poverty that seized an opportunity, corrupt police? Possible motives could be easy money, a morbid fascination/warped societal norms to 'document' everything these days, different culture that have different values towards life? Also cartels are prevalent across South America where murders happen so frequently, seeing a body probably wouldn't be out of the ordinary and people become desensitised and disassociated.
