This is ostensibly true. But the core reason why Cuomo always fought marijuana legalization are his ties to organized crime syndicates. Marijuana is an enormous source of revenue for crime syndicates, they've always dumped enormous amounts of money into supporting prohibition. A cartel, first and foremost, is a "group of independent market participants who collude with each other in order to improve their profits and dominate the market." They do NOT want the marijuana market open to every tom, dick and harry smoke shop. By keeping marijuana illegal they can monopolize the market. I've never heard this acknowledged on this show or any other, politics is a major source of money laundering for narcotics. Using profits to get the right people elected is key to the stability of any major drug network.
