It took me 7 minutes to realize that Luna wasn't speaking in her "Baby Talk" voice. I just considered her natural speaking voice as another part of her range. From my perspective, no matter how she speaks, Luna is still Luna. Same goes for all the other VTubers, too, since I've seen some comments say "they put on a fake voice" when I personally don't see it that way.

I work as a nurse, and my 'nurse voice', 'talking to friends voice' and 'talking to the waiter voice' are very different. Luna's 'character voice' in particular is clearly a very specific 'burikko' accent, with those long drawn out sounds, slurred syllables and lisp. She clearly plays this mostly for comedy, and, as demonstrated, drops it frequently.
