I want to build the tarotrei build with the brilliant fusion engine and the terrortop rank 3 engine but I dont want to spend money on those engines in case they get hit on the banlist

Wait until the banlist to see what get's hit. Although I'm almost certain that the speedroids will be untouched, the brilliant fusion engine may take a hit.

+Galaxytech Darklord Im also debating if I should still pick up a copy of invoker because hes 30$ right now and if the speedroids do get hit his price will drop and ill be spending 30$ for nothing

I'd say trade it if possible but if you run the speedroids then invoker is vital. I prefer brilliant fusion/seraphinite to the speedroids/invoker because you can't tribute the invoker off with Nemesis Warriror, but you can with Seraphinite.
