Kurosawa never experienced the dark hour, but he knew about the operations although briefly at the time. If they had told him inside the dark hour, then he wouldn't remember. Only things that happens inside the dark hour itself are forgotten by normal people

I will never forgive ATLUS for making Akihiko a cop when two of the people closest to him (Shinji and Ken) both have police trauma. That being said.... god DAMN does he look good in that suit.

I forget the specific example for Shinji, but during The Answer we can see in Ken’s flashback that the police tried to convince him his mother’s death was an accident. This lead to his distrust in adults and is why he took finding her killer (and getting revenge) into his own hands.
