Suicidal, Disoriented, Intoxicated - Arkansas State Police PIT ends pursuit take subject to hospital

Trooper's Narrative:
I was on a traffic stop on I-49 near the 66 mile marker when I observed a small white passenger car with damage to the rear
and passenger side traveling at a very high rate of speed estimated it to be traveling over 120mph. I activated my radar and
observed a reading of 126 miles per hour in a 65mph zone. I was attempting to catch up when I momentarily lost sight and
thought it took the 67A exit. Once I got close enough to the vehicle I mistaken it for I noticed it didn't have any damage and
was a different vehicle. I cut back over to I-49 and traveled north. I was trying not to give away I was trying to catch the vehicle
and it possibly take an exit so I was turning my lights and sirens off and on.
As I was near the 74mm dispatch put out a
reckless driver in the area that matched the description of the vehicle I was trying to locate. I got behind the vehicle between
the 76mm and the 77mm, once I activated my lights and sirens again the vehicle accelerated passing another vehicle on the
shoulder. The vehicle did not show any signs of slowing so when the traffic had a break I performed an Tactical Vehicle
Intervention causing the vehicle to slide off the roadway to the right, stopping in the east side ditch. The driver had a pint vodka
bottle open between her legs, partially spilled on her. I took the operator into custody without further incident. As I was
attempting to stop this vehicle dispatch was receiving information that the operator of this vehicle was suicidal. The operator
seemed to be very disoriented and intoxicated. EMS was called to the scene to evaluate the operator. Fisher did not complain
of any physical injuries but of her suicidal wishes. A marijuana pipe and methamphetamine pipe both containing burnt residue
was also located inside the vehicle. I noticed Fisher had blood shot watery eyes and was very emotional and smelled of
intoxicants. Upon arrival to the hospital I read Fisher the DWI statement of rights form and she agreed to provide an urine
sample. I believe Fisher was a danger to herself, others and should not have been operating a motor vehicle.

most cars today are built so solidly to reduce outside noise to the point you don't hear a police siren until it's about 2-3 car lengths from you, and if you're not watching your mirrors constantly, you might not notice them during the daytime. It's happened to me a few times and I felt like an idiot for not noticing sooner.

Ugh, like at 3:30 - annoying as hell. They’re just cruising along, paying no mind to the fact that a cop car has come right up on them, trying to get around others while the driver in the car has plenty of room to get over behind the 18-wheeler. Even if it wasn’t a cop car, it’s just common courtesy that if you’ve got someone riding your ass in the left lane, take that as a sign you are in the wrong lane and need to get over - you’re holding others up who need to use the lane more than you do. I don’t care if you don’t want to be behind a big truck or your exit/turn off/destination is just “right up ahead” that has you thinking you need to drive over a mile in the left lane to get to… get over. Even if the cop didn’t have any lights or sirens on, common sense for anyone paying attention to their rear view and side mirrors would think “oh, they are in a hurry, they just had to weave in and out of the traffic behind me … let me get out of the way real quick” but nah … they just cruise along and continue to be so casual about it all.

Watching this is a PRIME example of why they have those signs up that they keep right except the pass they are there for a reason, too many people just cruising the left lane not moving over… see it every day on the road as a truck driver. Most of the people on the road are clueless or oblivious to their surroundings.

Those signs aren't universal, nor are any rules or regulations about it. Here in Maryland, you can pass in any lane, as long as it's a marked lane. And, in southern Maryland, the shoulder is treated as a "marked lane". Even if it isn't really a lane wide. Or paved. Even the cops do it. Like everyone else, routinely.

I have a feeling the Police Package Chryslers add a ton more torque management since they know they will run them hard. My 5.7 Jeep has the same trans and the shifts (aside from 1-2) are pretty instantaneous in sport mode. This thing sounded like the old 545rfe how slow it shifted.

In California that would’ve been a 2 hr chase, 20 squad cars, a helicopter and SWAT team vehicle because they’re not allowed to perform pit maneuvers so they just watch and follow the suspect till he/she gets tired from driving. 😂

Although the trouble she’s in because of that she was found to have a concussion and undiagnosed bipolar and was in a manic episode. I thank god for that trooper everyday. Had he not gently pitted her and taken her out of the car gently he could have flipped her little car and killed her. He was in a SUV. He took her to the hospital then from there she was taken to vantage point and was finally properly diagnosed and treated. If I ever see officer Alkin again rest assured I’ll shake his hand. He saved her life literally. She was suicidal and manic. Had he hit her hard that car would have flipped and possibly burst into flames. I thankful her life was treated gently. Mental illness is no one’s fault
