No, they weren't married. Ottoman Sultans didn't get married. They only had concubines, for the purpose of birthing their heirs. Kosem was a concubine too, which means she is the Sultan's slave, and not a free woman. Here, he set her "free" from slavery, and married her legally. This made Kosem, who was a slave until now, to be the lawfully wedded wife of Sultan Ahmed
