How avg up will good for long term stocks or bluechips ? Avg down is good for bluechips

Avg up means 1St we need to buy at low point...while price go up drastically we need to add small small quantity. As per your view I.e avg down we entered at top price and while decrease price you need to add..here we can't say howmuch go down and howmany times you need to average. So avg up seems better than avg down.
