Because in the inner loop, once the condition fails, it will go move outside and re-run the outer loop. So, if you did not declare your flag = 0, in the outer loop, then the flag will always contain 1 or 2 because of the inner loop. Just think of it this way: if the inner loop fails, the flag value will return to 0 to start again.
