It does sound because it really is Zero's voice actor, Ryõtaru Okiayu. He voiced Protoman in almost all the classic Rockman game series.

@@ssg-eggunner Yes Zero is canonically based on Protoman/Blues - both in-universe AND character design-wise. (source: the planning sheet that explains when everything happened and what's directly connected, Rockman Corner has it, and the concept art progression for Zero's design (which was originally Vile's and vice-versa, yes Zero used to be the design for a bad guy henchman) is a clear progression from a red robot in a jumpsuit with a scarf to Zero's X1 design) In-universe it's worded slightly vaguely, but Zero is either based on Blues the same as Forte is on Rockman, or Zero outright has Blues' AI or a copy of it.
