We can say that Jiren got nerfed because he's not powering up... In the Tournament of Power Jiren got really serious and he need to surpass his limit to win while in Hearts arc Jiren dont need to power up, they have Hit, Android 17, Trunks, Piccolo, Vegeta and Goku so no need to worry and the second reason Universe 7 is not his Universe so he's not wasting his energy for Universr 7.

Power level of characters is something like I personally call garbage in dragon ball because Goku Red ≈70% of berus but after many years he is nothing to berus even blue is nothing Whis told that Jiren was stronger than berus but fans says berus has a shit 💩 Ha Kai. Trunks using ss1 to fight Goku black rosee for which Goku and Vegeta uses ssjb Idk what shit 💩 is that but it's too awkward in db. It's new to me Dragon Ball, so I'll take it, but man this could be so much better. The writing is pretty bad. If they had time to change and heal up before they even arrived, why didn't they prepare better? Maybe grab some Senzu beans? Goku just forgets he can instant transmission, he could have used that to great advantage this entire series. He just sits there and lets this dude call down a planet ending meteor when he could have rushed him while he was doing it and got some shots in. They throw useless base form ki blasts at the giant monster. Hit could be time skipping way more and actually hitting with his deadly assassin blows meant to literally kill people. Jiren has basically been reduced to a bitch. It would seem Toppo didn't use his God of Destruction powers. When Goku and Vegeta are completely wiped out they fuse and suddenly they are healed? Wouldn't they just transform and still be tired as hell? Goku, Vegeta and Trunks would have received some Genkai boosts as well. To top it off, wouldn't Omni-King just erase Hearts when he attempted to take his life? So many questions! Why?! At least we got to see Golden form Metal Cooler I guess. Hopefully the series gets better.
