Found in the 1.0.6 update's files as "snd_bgm_Z81_F_Ryu_3DS.nus3bank", decrypted and translated by shinyquagsire23 on /r/smashbros
This Victory Theme is directly related to Street Fighter's Ryu. This may imply Ryu is a future DLC character.

You guys also gotta remember just because of a game or series not having many Nintendo console games doesn't hold them back. I mean look at the metal gear solid series snake got into brawl and raiden ends up in psatbr. Metal gear may have a few games for Nintendo consoles but their mainly on the PlayStation side that decision for snake was just because the creator was personal friends with sakurai so he let him in so who's not to say that with Capcom and Nintendo being all friendly that sakurai lets ryu get in despite him not having a big library on Nintendo consoles. Hell they represent sonic from his games he wasn't even thinking about Nintendo on,like the 2006 for Xbox,so there's no real hold back here in believing ryu can get in. Also yea,the only better option is if Sega throws tails in with sonic I mean thatd be pretty awesome although missed opportunity with them once again limiting shadow to a assist trophy but if anyone else Sega's gunna get in it would have to be tails no doubt and Namco idk they may pull a wildcard cuz technically even with monolith soft still functioning on its own in the us and all its still TECHNICALLY a Namco Subsidiary so its almost like with shulk and pacman namcos kinda snook 2 reps in. But if Namco wants to throw another character that'd be a long shot,considering the use for possibly tekken but less likely,or even one of their old school reps like for example some like wonder momo bravo man dig dug Mr driller hell Lloyd, even thoe some of these are probably already under the wing of pacman with like the taunts and his roulette thing but still ya never know.
