Arjun, if the West won't finance that pipeline in Africa, seems to me China could act as an alternate source of financing for African oil projects like this. China has been using its trade surplus for the Belt and Road initiative instead of recycling it all into USTs. Also as you point out, China is short crude oil. Couldn't they act as a financing source for African oil projects?
