Cell only looked shook at first when Vegeta pulled up because Vegeta is supposed to be dead rn . In the Timeline Cell came from, Vegeta got killed by Android 17 . Also, Trunks hair got longer because both him and Vegeta was in the Hyperbolic Time Chamber training for a year . Only a day passed on the outside where Cell and them were while Trunks and Vegeta was training for a year in the Time Chamber

Vegeta and Trunks don’t have super saiyan 2 they went to super Saiyan grade 1 & 2 & 3 gohan was the first super saiyan 2 they trained in the hyperbolic time chamber for a year that is 1 day in the real world that’s why trunks hair so long

So vegeta and future trunks trained together for a year in their which is why trunks hair is longer. But the reason why vegeta hair didn't grow like trunks is because vegeta is a pure blooded saiyan their hair stays the same length for their whole life.
