At first I thought that Lupin's stuff couldn't be repaired because it was damage done by his werewolf form, but then I remembered that the Weasleys also use second hand clothes, so my idea is that it can't be repaired because it is worn down and not broken and the spell can only repair broken stuff and not worn down stuff.

And if there's one way to do it, there are likely many more. Why anyone would want such a program though, I have no idea.

Perhaps Lupin aversion to repairing his possessions magically is a subtle nod to his mother’s muggle upbringing (in that, as a muggle, if you don’t have the skills to truly fix a thing or the time to learn the skills, you just have to jerry rig it until you’re able to either replace it or pay for someone else to fix it).

Theory: Maybe the reason Lupin doesn't fix his robes or suitcase is because they have properties that prevent just a wave of the wand to fix. I can see this with robes as in you have to go to the tailor to get them fixed and there could be some sort of magic to the suitcase doing the same thing. So the reason why Lupin doesn't get them fixed is he simply just can't afford getting them fixed since he can't get a job due to being a Lycan.
