People get arrested for this all the time actually. It's just NOT the ones most guilty of it and instead it's the lower level guys that try to pull it off but don't have the friends they need to cover it up. Only rarely does someone high profile get busted and it's often because either they pissed off the wrong person or they just went too far and no one was willing to cover their ass anymore.
