After the invention of anti-meta tech, neutralizing cuffs and collars would be applied to keep Clayface's power contained and inert. Keeping Deadshot contained is actually more difficult; that man can use almost anything as a weapon, even if he greatly prefers firearms. Keeping him contained means imposing ridiculously stringent anti-contraband measures.

Okay, one thing I realized, Clayface can extract the explosive from his body. So they need something else to control him. Now what could it be?

He usually doesn't have an explosive because explosives can't kill him. He is usually given a dose of nanomachines that carry a few molecules of a substance that can permanently break down the chemicals that give him his powers. Clayface can't be cured because his clay like nature is the only thing hold his body together now, so he would just melt into goo and die. If he loses too many, they all commit suicide and release the chemical. Sometimes he is offered a pardon or a cure for his condition, depending which version of Clayface they are using, ie the one that wants to be human again or the one that thinks himself a monster and doesn't care because he enjoys it and feels he is superior to regular humans and they are just his playthings.
