Me and my wife think that piece of important Equipment, is for monitoring the vessel stability My thoughts are it has to do with you can NOT get in bad weather. Low freeboard, it has to do with a transport ship like that because of carrying VIP smaller vessel and that it sinks the hull.

The instrument is a recording barometer. Some 'old' stuff - but really functioning. You can follow the barometric pressure and see if a low or high pressure front is developing

That's a Barograph, as many already observed. It was never a commonly installed instrument. We used to have ' Selected Ships' that would have one of those and other weather related instruments. These ships were 'selected' to make weather observations every 6 hours and send the results in a specific code to shore weather stations. It was great to see your reported weather included in the next scheduled ocean weather charts. This way of reporting the weather disappeared with the arrival of internet and fantastic weather charts and services that have made everyone an 'expert'. So Barographs are now sought after antiquities.

I always wanted one of those recording barometers! I loved their design with all of their many beautiful bellows to accurately show the air pressure. At least a ship like this will always travel at sea level, except if transiting the Panama Canal and you might have to adjust for the elevation of the beautiful bridge.

The instrument you wanted identified is a recording barometer. It records with a stylus onto a rotating paper chart with an hourly grid printed on the blanks. It is for sure old tech. It may have a wind-up motor to turn the drum thru a series of gears like a clock. No electronics to go poof when lightening strikes! Great to have a backup device.
