China absolutely is using apps like this to do two things. 1) Surveillance on people using the app, by law all China companies are required to give all data to the China government. 2) Manipulate people in the US while the China version of TikTok has large amounts of educational content. Lastly, if you don't believe the above why do you think China won't allow: Google, Bing, Amazon, US email (and more) to operate. On business trips getting email is nearly impossible (even with a VPN). You are forced to use WeChat and other Chinese tools to communicate. Which means... The China government is seeing everything. The statements that TikTok can't be run without the data servers in China is simply not true. China wants the servers in China so they can insure they get the data.

Perfectly reasonable ruling. It's a foreign corporation plus congress passed it on a bipartisan basis and Trump supported it. The only reason Trump changed his mind was due to politics he literally said it "I dont want to ban it now because young people voted for me". If it was USA owned corporation or they divest it would be the totally opposite ruling. The fact that it was unanimous across ideological lines tell you everything. That almost never happens.
