sounds like you are not getting usb power to it so it's only running for a moment on the internal battery. Make sure it's plugged into your power source and check that your cable is good.

What do you mean by "locked files"?? They are just files on the memory card. If the dashcam detects a car crash it'll "lock" the file to prevent deletion by copying the file to the main directory outside the normal saved folder. That way the camera won't overwrite the file in the future.
