Formwork plywood has A FILM. I used to work for a German multinational that hired modular formwork and scaffolding. They used to use a floor polisher with wire brushes attached to it to clean it off. Pressure washers will do a great job but tend to splinter the edges. The form ply will actually ABSORB some of the concrete dust and you get this grey in the surface that won't cone off. Then it starts to go from a black surface with grey in it to brown as the film comes off. Then you go right thru to bate wood. When it's brown it won't detach as well but you're meant to always use formwork release oil, it's 90% diesel. I have about 3 empty 55gal drums of it at home I got from work.
