CCTV won't solve the issue. The Netherlands has an insane amount of CCTV, but the police always refuse to show the images to the public. So first the culture inside the police force has to change. They have to start putting victims first and suspects last.

Then if they don't come forward, after half a year or so, maybe the police will release the full footage of the suspects. But more likely they will have shelved the case and moved on.
