On Friday, August 16, 2024, at approximately 0125 hours, while patrolling near 2400 Hwy 161, I observed a subject riding a bicycle south bound in the middle lane of Hwy 161 without a red light on the back of his bicycle. The subject was difficult to see through the headlights of oncoming traffic until I got close to the subject (who was wearing dark clothing). I knew the area to have high criminal activity through prior calls, bicycle stops, and traffic stops in this area, especially around the time frame of this stop. Upon conducting a stop at 2400 Hwy 161, the subject observed my emergency lights and stopped in the entrance of the business. Upon informing the subject that he didn't have a red light on the back, he stated that he had a reflector on the back.
I assured him I would look the statute up and make sure it was permissible as I was under the belief that the bicycle had to have a red flashing light due to the low visibility of a reflector. The subject was identified as Shabazz Caradine. Upon other officers arriving on scene, I noticed that Caradine was sweating heavily, crouching down, and becoming agitated. The behavior seemed suspicious and due to Caradine continually bending over at the waist, I believed he may be trying to conceal something in his waist band. When I went to do a pat down on Caradine, he took off running south towards 2330 Hwy 161. Officers pursued Caradine east through the parking lot o 2330 Hwy 161. I observed a black handgun drop to the ground as Caradine fled through the parking lot. I stopped and secured the weapon as officers continued to pursue Cardine.
The firearm (E1- Glock Model 19 9mm) had a switch attached to the back of the gun which would alter the gun to operate as a fully automatic weapon if functioning the way it is designed. As I neared the wood line behind 2400 Hwy 161 where officers followed Caradine into the woods, I heard Officer Milby state that he had Caradine in custody. Upon making contact with the officers and Caradine in the woods, I observed that Officer Milby had deployed his taser and the prongs were still in Caradine. Upon returning to my unit, a search incident to arrest revealed that Caradine had concealed on his person a (E5- baggie of suspected Meth) (See Officer Milby's supplement) A search of ACIC/NCIC revealed that Caradine was a convicted felon. Caradine was transported to Baptist Health Hospital on Springhill Dr. where he was cleared medically.
Caradine was transported to the NLRPD Detectives office where he was interviewed by Detective Gibbons. Caradine was later transported to PCRDF without incident. All evidence was taken to the NLRPD Property Room where the property submission form, Arkansas State Crime Lab Submission Form, and Firearm Screening form were completed and submitted with the evidence. The MVR/Body mic to my patrol unit (1812) was active during this incident.
