The signage was awful, but going through "nothing to declare" when you have something to declare is not the correct choice. Also, his first excuse was that the Turkish sellers told him a higher allowance, and that shows that he never intended to declare anything. And of course, the fact that he jumps to one excuse to the other undermines his credibility for both of them. If he genuily believed that he had nothing to declare, why would he have been bothered because the process of declaring the goods was obscure?

Of course black market cigarettes would affect small businesses. Are you kidding me? Where do you think that people normally go to purchase cigarettes? The gas stations, the drug stores, the small mom and pop shops. They are all impacted by huge black market for cigarettes. And when people go into buy cigarettes, they often purchase other stuff, like food, snacks, drinks, coffee. So yes the government is protecting small businesses while they want the tax monies of course. Tax money support the infrastructure, the police, the schools, roads, and much more. That are important.

They'll search your luggage, read your diary, take a picture of pages of your diary, keep that information to build a case against you four years. I would agree with the guy with the cigarettes, there was no clear signage on the path that he was travelling that said "Declare here." This in most places would be considered a form of entrapment.

He stated that he believed that he is allowed to bring in the 4000 cigarettes. So even if the sign was clearer, he would not have declared anything. He only complained about the sign after being explained that the limit was 200.

Entrapment assumes that a person is enticed into doing something they normally wouldn’t have done. In this case, he didn’t declare the cigarettes and clearly had no intention of doing so, given that he had the option of either the red phone or speaking to a customs officer directly in the baggage hall.

I hope that guy at the end comes to the US. Throwing the contents of your bag in the customs officer’s face is assault. They would’ve immediately had a police officer on him and the search would’ve continued with the officer either beside or behind him at gun point.
