Sutton Stop - Lost Gardens

From a Google Maps aerial photo from 2018, it appears that the flower garden closest to the house has been replaced with some kind of paving or gravel. Was it too much work to keep maintained? Did the ownership of the property change from the lock-keeper to private tenants/landlords? The central path appears to still be there, and the brick wall built as part of a terrace.
