Switzerland has announced the dates for its much-awaited peace summit aimed at ending the war in Ukraine. More than 100 countries, including India and China, have been invited for the high-level engagement that is scheduled for June 15 and 16. The summit will follow the G7 meeting which will be hosted by Italy. Ukraine and Switzerland have sent officials to New Delhi in a bid to bring India onboard for the peace summit, but Russia's reluctance could make India wary. Russian president Vladimir Putin has criticised the summit, calling it a circus. Why is Russia refusing to attend the Swiss summit? Without Russia, what is the point of such a meeting? Palki Sharma tells you.

If the sole purpose of the peace conference is to get peace, then Putin’s failure to appear does make the event a farce. But a peace summit can have more goals than getting peace as a direct result. If Ukraine’s Western backers can be convinced that Putin won’t participate in a peace process, then the only alternative to fighting him themselves becomes backing Ukraine more thoroughly. So from Kyiv’s point of view, the peace conference is worth doing even if-especially if-there is no chance of getting a peace deal.

@@InaEsin He also claims that the US promised that NATO would not expand eastward. Others claim that this idea was discussed and rejected by George HW Bush, never to be proposed again. The Soviet Union was paid out for the reunification of Germany in lieu of promises not the expand eastward. My point? We take Putin at his word at our own risk.

Children have the luxury of believing in a black-and-white world in which things are 100% truth or 100% lies, while people can be taken at their word for everything or nothing. Adults have to live in a world in which we must negotiate with liars. This isn’t an easy task. However, the alternative is war in perpetuity. Therefore, we must bear in mind Putin’s proclivity for lies when we work out the details of a peace treaty. That treaty must contain as few good faith measures as possible. Benchmarks must be established regularly along the road to a final settlement. Failure by either side to reach an established benchmark means a halt to progress towards the final settlement. Verification standards must be agreed upon prior to signing the treaty. Peace isn’t easy when the two sides don’t like or trust each other, but the world of diplomacy and statesmanship has a long tradition of managing exactly that situation.

The Swiss govt. has proposed to host a ‘peace conference’ at the Heads of State level on 15th and 16th June, that will provide a platform to discuss ways for resolving the long-standing conflict between Russia and Ukraine, with ‘a concrete road map for the peace process’. The announcement comes almost 3 months after the Ukrainian President Volodymyr Zelensky had requested the Swiss govt to take the initiative. More than 100 countries will be invited, including - India, China, Brazil, South Africa and Saudi Arabia - as part of the Global South. The Swiss President Viola Amherd has termed the meeting as a “first step” in a process to ensure peace in Ukraine. Surprisingly, Russia will not be invited in the conference. However, Swiss Foreign Minister Ignazio Cassis has said that Russia’s presence is mandatory - ‘Russia has to be there - sooner or later’. Russia, on the other hand, has stated that negotiations are possible ‘only if Russia’s interests are taken into account’, and it is not possible without Russia’s participation. Now, in this context, what should India do? Well, at this point, 3 possibilities emerge --- i) Remaining absent from the conference, citing Russia’s absence and it may not be manageable as the conference will take place just after the general elections in India. (However, this is an unlikely possibility, since India’s PM would most probably be in Italy at that time as the guest at the G7 Leaders’ Summit). ii) Participating in the conference highlighting the necessity to resolve the conflict (in the presence of both the parties) - for peace, prosperity and security in the region. iii) India could also play a more prominent role as a peacemaker, offering to host both Russia and Ukraine along with relevant participants, as a neutral venue, for the solution of the problem. Anyway, decisions should be taken, keeping in mind the country's interest and future course of actions in this regard (territorial disputes).
