Absolutely! It's for Tactical Abilities! I go over it quickly in this video: kzbin.info/www/bejne/qHu0opljbZh2l8ksi=MfgugodSLPqzyxL7 They are skills you use almost like an act of God. You can send down a lightning bolt/speed up units and even place down explosives. New abilities are unlocked by upgrading in the TALENTS feature (looks like the planet Saturn)
