The `pressure reducing fitment', usually known as the Aspirator (or Siphonic bomb because it's shaped a bit like a bomb), works by the Venturi effect when the Cistern is flushed and sucks air out of the void between the two water traps, thus lowering the water level in the toilet bowel and resulting in the `water stream' effect out of the bowl. In my opinion these toilets simulate siphonic action while not being truly siphonic. If you search `double trap siphonic water closet' online you will find a cross section of these toilets with explanation.
